Inner Mongolia Introduces Preferential Policies to Encourage Mergers and Acquisitions of Coal Enterprises

From the departments of the Inner Mongolia Autonomous Region Economic and Information Technology Committee and other departments, it has been learned that Inner Mongolia has recently introduced a series of preferential policies to promote the merger and reorganization of coal production enterprises.

According to the newly issued policy, Inner Mongolia will give priority to supporting its fundraising through listing, issuance of bonds, transfer of equity, etc., and prioritize and secure funds for the national coal mine safety renovation projects, as well as mechanized transformation and resources. Integrated support.

Inner Mongolia will also include coal production enterprises newly formed after mergers and reorganizations into the scope of key transportation guarantees. Among them, companies with a capacity of more than 10 million tons after mergers and reorganizations and have not yet established a railway transportation account will be given accounts upon approval. Enterprises with a capacity of more than 20 million tons after mergers and reorganizations will give priority to satisfying railway capacity.

In addition, coal-mining enterprises with a merger size of more than 5 million tons or a merger or reorganization capacity of more than 10 million tons can reserve blank resources around coal mines for mergers and reorganizations according to a standard that does not exceed 20% of their existing reserves. The newly-formed coal enterprise is a reserve resource. The coal production enterprises formed after mergers and reorganizations with a production capacity of more than 30 million tons or an operating income of more than 10 billion yuan will reserve reserve resources in the planning area where the development conditions of the whole province already have.

In addition, the coal enterprises in Inner Mongolia that stipulate that the merger and reorganization can achieve the development conditions of “one main body of a mining area” can reserve the blank resources in the mining area as reserve resources.

In order to promote the optimization and upgrading of the coal industry structure, Inner Mongolia will accelerate the merger and reorganization of coal enterprises in the next few years and plan to control the number of local coal production enterprises from 80 to 100 by the end of 2013.
