According to Shi Yubo, since the founding of the People's Republic of China, especially since the reform and opening up, China's power industry has developed rapidly, and the country’s installed capacity for power generation has been ranked second in the world since the end of 1996. In 2007, the country’s total power generation reached 3255.9 billion kWh, and the entire society used 3.2458 trillion kWh of electricity, which basically met the needs of the national economy and social development for electricity. In terms of power grid construction, with the formation of a 500 kV voltage-grade backbone network shelf, the nationwide networking landscape has basically been realized, and West-to-East power transmission and north-south cooperation have begun to take shape, and the allocation of electrical energy resources has been optimized.

At the same time as the rapid development of the electric power industry, electric power technology has been continuously innovating, production efficiency has been significantly improved, and the level of electric power environmental protection and the reliability of electric power have been continuously improved. The power consumption standard coal consumption dropped from 471 g/kWh in 1978 to 334 g/kWh in 2007; the line loss rate decreased from 7.70% in 2000 to 6.85% in 2007. The reliability of power supply to users of the national 10 kV power supply system in the country reached 99.882%.

Despite the rapid development of the electric power industry, some factors that restrict and affect the development of electric power safety still exist.

First, the development of electric power safety is constrained by resources and the environment. The proportion of coal-fired electricity in China is relatively high. Over the years, thermal power generation has accounted for 80% of China's total electricity generation, and electricity supply has a high dependence on electricity coal.

China's coal resources are mainly concentrated in the western and northern regions, while load centers are mainly concentrated in the eastern region, with the supply of coal, natural gas and other resources and limited capacity, especially in the case of severe weather and other natural disasters, the power system security Stable operation will have some impact. At the same time, the pressure of environmental protection also imposes certain constraints on the development of electric power safety.

Second, the level of power technology can not meet the needs of power security development. As China's large-capacity, ultra-high voltage, AC-DC hybrid and long-distance transmission projects continue to be put into operation, the scale of interconnected power grids continues to expand, the complexity of power systems has increased significantly, and the issue of safety and stability of power grids has become more prominent. The basic research work on the safety and stability of power systems has been conducted. Urgently need to be strengthened.

At the same time, there is still a big gap between the overall technical equipment level of China's power industry and developed countries, and the capacity for independent innovation is weak. The level of localization in wind power, nuclear power technology, clean coal power generation technology, large-scale ultra (super) critical units and HVDC transmission equipment and other technologies (equipment) is relatively low, and some of them are still unable to achieve self-development and design.

In addition, the power emergency system still cannot fully meet the requirements of electric power safety development. In recent years, frequent natural disasters have caused various degrees of impact on the power system.

Shi Yubo said: “The typhoon in the southeast coastal areas and the snowstorm in the northeast region, especially the low-temperature snow and ice and snow disasters that occurred this year, and the May 12 earthquake in Wenchuan in Sichuan Province have all exerted a severe test on the emergency response capability of the power system.”
