As the main power production enterprise, thermal power plants can easily become the target of terrorist attacks and belong to the key targets. Combining the domestic situation of anti-terrorism in recent years, in order to effectively strengthen the standardization and standardization of safety precautions for power facilities, the Ministry of Energy and the National Energy Administration studied and formulated the “Risk Rating and Security Requirements for Power Facilities” (GA1089-2013, hereinafter referred to as “Security Requirements”). 2) The power plant does not have an integrated security management system and cannot implement unified monitoring of equipment, which increases system operation and maintenance costs and security risks;
3) Without a unified database, information sharing and system data management and maintenance cannot be implemented internally;
4) System linkage is mostly limited to hardware linkage, increasing the complexity of implementation and maintenance;
5) The global plan cannot be configured to achieve service optimization under a unified platform.
6) The system administrator needs to be familiar with a variety of management clients with different styles and control logics, which can easily result in business inefficiency or work omissions;
7) It is impossible to remotely view the operating data of the entire system. Most of the system information does not leave the management room, which is not conducive to upper management.
In view of the above analysis, the existing thermal power plant integrated security management urgently needs a unified management platform to integrate various system resources, optimize business management, and reduce investment costs and operation and maintenance costs.
