To this end, the Ministry of Housing and Urban-Rural Development drafted the Regulations on Urban Drainage and Sewage Disposal (Draft for Ratification) on the basis of summarizing practical experience and submitted it to the State Council for approval. The drafts contain seven chapters and 49 chapters covering five aspects. The drafts for management specifications in five aspects contain a total of seven chapters and 49 articles. The first is to standardize the formulation and approval of urban drainage and wastewater treatment planning and approval procedures and procedures, and to clarify the content of the plan, emphasizing that it is not allowed to arbitrarily modify the plan and enhance the authority of the plan.

The second is to standardize urban drainage and sewage treatment facilities construction activities, require construction in accordance with the plan, increase financial investment, encourage social investment, and must not arbitrarily change the planned use of the facility construction land, and specify the requirements for facility construction.

Third, it is explicitly required that drainage units and individuals should discharge sewage into urban drainage facilities, and that drainage households engaged in industrial, construction, catering, medical and other activities should apply for a permit for access to the drainage pipe network, specify the maintenance and operation units for drainage facilities, and drainage. Households' responsibilities and obligations and related measures for the prevention and control of internal disasters.

The fourth is to establish a permit system for the operation of urban sewage treatment facilities, specify the requirements for maintaining the operating units, standardize the collection, management, and use of sewage treatment fees, and stipulate the regulatory responsibilities of relevant departments such as drainage authorities and environmental protection authorities.

Fifth, standardize the maintenance and conservation of urban drainage and sewage treatment facilities, strengthen emergency treatment measures, delineate the scope of facility protection, clearly prohibit activities that endanger the safety of facilities, strengthen the protection of facilities during construction, and clarify the supervision of drainage authorities. responsibility.

Individuals in storm water pipelines are punished by a maximum penalty of 30,000. In addition, the draft of the draft resolution also imposes strict legal responsibilities on illegal activities. The draft of the Opinions stipulates that drainage units and individuals within the coverage of urban drainage and sewage treatment facilities shall not discharge sewage into urban drainage facilities; they shall be mixed with rainwater and sewage pipelines in areas where rainwater and sewage are diverted; unauthorized discharge of sewage into rainwater In the case of pipelines, the competent department of drainage shall order it to make corrections, impose a fine of between 50,000 yuan and 100,000 yuan on the unit, and impose a fine of 10,000 yuan up to 30,000 yuan on individuals; if damage is caused, it shall be liable for compensation according to law. Drainage units and individuals who do not pay sewage treatment fees shall be ordered by the competent department of drainage to pay within a prescribed time limit. If the drainage unit fails to pay within the time limit, the drainage unit may be liable to pay a fine of 1 to 5 times the amount of the sewage treatment fee.
