“Our regular waste oil recovery companies are no match for those unqualified waste oil recycling workshops. Production is difficult to sustain. The cost of collecting oil from restaurants is 5,800 yuan per ton, and the processing cost is 1,200 yuan per ton of biodiesel. The wholesale price is only 6,700 yuan. It is fatal that the oil can not be invoiced to the restaurant, which makes sales of value-added tax can not be deducted, the company suffered serious losses." On October 8, Hubei Yulin Energy Technology Development Co., Ltd. Sun Yaping spoke to reporters when he spit a bitter stomach. Yulin Energy was once the first company in Wuhan to use waste edible oils and fats (commonly known as waste oil) to make biodiesel and mass-produce them. Since 2003, it has been researching and developing the use of trench oil for biodiesel production. Two years ago, when Yulin Energy's catering waste oil biodiesel production project was formally put into operation, it installed oil and water isolation tanks in 200 hotel hotels in Wuhan, and then used special vehicles to centrally recover waste oil and swill oil, and transported them to processing bases for conversion. Biodiesel, from the source control of waste oil and swill oil, and eventually turned it into a treasure. In April 2009, the project was finally put into production, and at least 300 tons of waste oil was processed every month. However, the picture was not long enough. After insisting only six months later, Yulin was in trouble because of a serious shortage of oil supply.
According to Sun Yaping, if there is sufficient supply of raw materials, they can process 40 tons of waste oil each day and produce 30 tons of biodiesel. However, Yulin Energy can only receive 300-500 tons of waste oil every month. She calculated an account for the reporter. Theoretically speaking, every million people will produce 10,000 tons of waste oil each year. A city of 12 million people in Wuhan can produce 120,000 tons of waste oil each year. All waste oil used in the refinement of biodiesel will not appear to be "disrupted."
The reporter learned from the interview that there are only a few companies in Wuhan with waste oil recycling qualifications, including Wuhan Meisong Clean Waste Oil Treatment Co., Ltd., Hubei Yulin Energy Technology Development Co., Ltd., Wuhan Airui Biodiesel Co., Ltd., and Wuhan City. Jinghan waste oil recycling station. There are more than 23,900 catering enterprises in the seven central urban areas of the city, with an annual production of 184,000 tons of kitchen waste and about 87,000 tons of waste oil. The waste oil recycling of the city is basically in a disorderly state, and restaurants of all sizes are willing to sell restaurant-kitchen garbage at high prices to unscrupulous traders. These traders profit from it.
"Even if we pay 5,800 yuan, it will be very difficult to buy the cooking oil completely. Last year, the state exempted the consumption tax on biodiesel, but did not produce and sell biodiesel. How would we enjoy this policy? If the government law enforcement authorities still let go, our days Really couldn't have passed.†Talking about this, Sun Yaping is very sad.
Wuhan Jinghan Waste Oil Recycling Station became the first waste oil recycling, processing, and processing enterprise approved by the Wuhan Environmental Protection Bureau and the Trade and Industry Bureau in 1998. General Manager Jia Qingsheng recalled: “We invested more than 800,000 yuan to sign contracts with more than 100 restaurants, processing 500 tons a year at the peak.â€
In 2004 became a node. “Restaurants have started to charge, and some unqualified waste oil recycling workshops in the community have begun to increase,†said Jia Qingsheng.
According to reports, Wuhan's big hotels are now offering 10,000 to 20,000 yuan a year, and more than 80 restaurants have already announced their cancellation. Today, Jinghan can only purchase 20 tons of waste oil each month, and it can start up to three times in January.
“Our oil is directed to Xiamen Bio Bio Energy Co., Ltd. for biodiesel production. Some illegal small workshops treat the waste oil to a pig farm, a paint factory, or even a cooking oil. The catering company's asking price is also two or three thousand dollars higher than our one ton, which has taken away the market," said Jia Qingsheng.
Wuhan Ereli Biodiesel Co., Ltd., which owns the fuel technology of the Chinese Academy of Agricultural Sciences, planned to build a 100,000 tons/year biodiesel project using kitchen waste oil as its main raw material in 2008. It was caused by the lack of approval for land acquisition and the scarcity of waste oil. IResearch has planned to digest all the kitchen wastes on the Wuhan market. However, the amount of kitchen cooking oil purchased so far has been used for more than 100 tons of pilots.
Professor Huang Delin, who specializes in mineral resources law and public administration at China University of Geosciences, said in an interview with reporters: “The biggest raw material bottleneck for biodiesel is actually not unsolvable. If the government’s functional departments are determined to control the source of waste oil, they must be ordered to Units that produce waste oil are uniformly handed over to manufacturers that have qualifications for biodiesel manufacturing. This will be the greatest support for this Chaoyang industry."
