Development and Reform Commission: areas such as new energy vehicle batteries or cancellation of access restrictions

A few days ago, the National Development and Reform Commission announced the revised draft of the "Guidance Catalogue for Foreign Investment Industries" and publicly solicited opinions from the society. According to the contents of the catalogue, the restrictions on foreign investment access have been further liberalized, from the 93 restrictions of the 2015 version to 62, including the cancellation of access restrictions in areas such as road passenger transport and new energy vehicle batteries.

According to reports, the "Guidance Catalogue for Foreign Investment Industries" has been revised six times since its promulgation in 1995. On the basis of a substantial opening in 2015, the number of 93 restrictive measures, including restricted and prohibited categories, was reduced to 62. Including road passenger transportation, credit investigation and rating services, rail transit equipment, automotive electronics and new energy vehicle batteries, edible oils and fats, fuel ethanol, as well as unconventional oil and gas, precious metals, lithium mines, etc., to liberalize foreign access restrictions.

Compared with the previous one, the amendment will have a share than the required items, as well as the restricted and prohibited categories, which will be integrated into the negative list of foreign investment access, and the restrictive measures will be uniformly listed. At the same time, 11 items such as construction and operation of large-scale theme parks, coal-fired condensing steam power stations, ivory carving, tiger bone processing, military, police, political and party schools and other special fields are managed in accordance with the principle of domestic and foreign investment. At the same time, continue to encourage foreign investment in modern agriculture, advanced manufacturing, high-tech, energy conservation and environmental protection, modern service industries and other fields.

Zhang Jianping, director of the Regional Economic Cooperation Center of the Ministry of Commerce, said that China is currently in a new round of reform and opening up, and the adjustment of policies reflects China's advancing with the times in attracting foreign investment. At the same time, the continuous expansion of the degree of opening up has also benefited from the improvement of the international competitiveness of China's related industries. From the positive list to the negative list, the same management of domestic and foreign investment, such changes are more conducive to attracting foreign investment, but also conducive to building a good competitive environment and promoting better integration of Chinese companies into the international market.
