Judging from the largest remanufacturing industry in the United States, there are 73,000 remanufacturing companies in the United States, employing about 480,000 people; the output value exceeds 75 billion U.S. dollars, of which automobiles and construction machinery account for more than two-thirds, or 50 billion U.S. dollars. At present, what is the status of China's remanufacturing industry, especially the automobile and parts remanufacturing industry? From the development experience of Weichai's remanufacturing, we can see some clues. Not long ago, during the 10th China International Combustion Engine and Components Exhibition, the reporter interviewed Li Feng, General Manager of Weichai Power (Weifang) Remanufacturing Co., Ltd. Two key factors support Weichai's remanufacturing business
As one of the earliest companies to invest in remanufacturing in China, Weichai became one of the first batch of 14 pilot companies for automobile and component remanufacturing in March 2008. Li Feng detailed the establishment and development of Weichai remanufacturing in recent years. In April 2008, Weichai Power (Weifang) Remanufacturing Co., Ltd. was registered and established. It is a wholly-owned subsidiary of Weichai Power Co., Ltd. and specializes in the remanufacturing of engines and their components. The total investment of the project is close to 300 million yuan. . In March 2009, the first phase of the Weichai remanufacturing technical transformation project was completed, the new plant was put into use, and the remanufactured engines were mass-produced and mechanized. In March 2010, the second phase of the Weichai remanufacturing technical transformation project was completed, and the processing line and assembly line were put into use.
In fact, Weichai signed a remanufacturing consulting agreement with SRC Corporation in the United States as early as in 2007. Through the introduction of a full set of remanufacturing technical documents, on-site training, and on-site guidance, Weichai has introduced the advanced concept of American remanufacturing. After more than two years of construction, in December 2009, Weichai Remanufacturing passed the quality management (GB/T19001-2008), environmental management (GB/T24001-2004) and occupational health and safety management (GB/T28001-2001). Li Feng told reporters about the experience of remanufacturing, saying that for a remanufactured enterprise to succeed, the key is based on two points: First, resource advantages, and second, technological platform advantages. In the engine remanufacturing industry, resources are very critical, and the market share determines, to a large extent, the number of remanufactured enterprises that can be recycled in the future; another advantage is the advantages of the technology platform, engine emissions, performance, etc. in the last 10 years. The improvement is very fast. If there is no technical platform to support, there may be many technical obstacles to remanufacturing. "After several years of development, the pace of development of Weichai's remanufacturing industry is still very fast," Li Feng told reporters. "Therefore, a resource platform and a technology platform are necessary conditions for a successful remanufacturing enterprise."
Comprehensive improvement of user benefits
It is understood that with the continuous increase in the output of Weichai engines in recent years, more and more engines that have been put on the market have entered the scrapping period. If they are not remanufactured, a large number of scrapped engines and parts will bring tremendous environmental protection. pressure. Some of the data the reporter learned from Weichai shows that during the five years from 2005 to 2009, Weichai put a total of 1.12 million units of 10/12-liter engines into society. Li Feng said that if the old machine enters the remanufacturing stage of Weichai, the user will sell the old machine to Weichai for 25% of the new machine price, and then spend 70% to 75% of the new machine to purchase the remanufactured engine. It costs less than half the cost of a new machine to buy a remanufactured engine, and the power, economy, and warranty of the remanufactured engine are the same as those of the new machine.
For example, Li Feng said that after a long-distance vehicle running from Guangzhou to Beijing, after several years, the performance indicators of the vehicle will decline, and the fuel consumption will also increase. It may cost 2,000 yuan to run a trip from Beijing to Guangzhou; but if Put on a remanufactured engine, because its power, economy and the new machine are exactly the same, or this one from Beijing to Guangzhou, the transportation may consume only 1,500 yuan in fuel consumption, while the engine failure The rate has dropped, increasing the vehicle's vehicle rate. Li Feng said: "To the user to calculate a comprehensive economic account, although remanufacturing costs about 10,000 yuan more than the overhaul, but the reliability and life of the remanufactured engine is exactly the same as that of the new machine. From the perspective of Weichai's remanufacturing of existing businesses, the current remanufactured products mainly include WD615, 226B and other series of products, which can meet the needs of Weichai users in various supporting fields, including commercial vehicles, construction machinery, shipbuilding, agricultural machinery and other industries. Judging from the sources of old machines, the “three-charter machines†in the original market and the parts that were scrapped during the production process are generally retired. In this way, it wastes resources, increases pollution, and increases the company's production costs. Now, after being re-manufactured to produce a remanufactured engine, various materials have been newly recycled, saving the company an annual savings of several million yuan. In addition, due to factors such as long overhaul time and low maintenance quality, it is urgent for customers to have a high quality, low price product to replace the overhaul. Li Feng said: "This provides a very large potential demand space for the remanufactured engine."
Remanufacturing development subject to "invoice threshold"
Of course, Li Feng also has his problems. The reporter learned that from the perspective of national policies, there are currently no substantive preferential policies for remanufactured enterprises. Li Feng said that the most critical issue is not the problem of the amount of old parts recovered, but an "invoice issue," namely, the invoice threshold. "It should be said that the issue of invoices has largely restricted the development of the remanufacturing industry." Why is it so? Li Feng said: "General users are end customers, it is difficult to say that Weichai remanufactured recycling of an old machine will give you an invoice. In this way, there is no deduction for the company's receipt of invoices. Weichai remanufacturing sales The need for value added tax (VAT) increases the burden on remanufacturers. In addition, if the sales volume exceeds the input, it is not in compliance with the taxation system.
