It is proposed that by the end of the "Twelfth Five-Year Plan", the annual comprehensive utilization rate of phosphogypsum will reach 40%; the safe disposal rate of phosphogypsum More than 90%; gradually form a stable comprehensive utilization capacity and long-term mechanism.

Li Yongwu, president of the China Petroleum and Chemical Industry Federation, said that the use of phosphogypsum is a difficult problem that the phosphate fertilizer industry must solve. Disposal of phosphogypsum is facing pressures such as land occupation, environmental risks, and hidden safety hazards. The historical leftovers and new quantities that have been generated have affected the sustainable development of the industry. While the state’s requirements for environmental protection have been continuously raised, the National Development and Reform Commission has put forward the goal of comprehensive utilization of phosphogypsum to reach 30% by the end of the “Twelfth Five-Year Plan”, and the Ministry of Industry and Information Technology requires that it be increased to 40%.

Li Yongwu believes that the comprehensive management of phosphogypsum is now focused on solving the "how to do" issue, and hopes that enterprises will raise awareness, scientific research units will speed up technology research and development, industry associations will do a good job in organizing and coordination, and the government will improve its encouragement policies.

Li Jing, deputy director of the Department of Liberalization of the National Development and Reform Commission, reviewed the relevant state policies and incentive measures and stated that he will continue to work in macro guidance, system construction, key project support, and atmosphere construction. In particular, Li Jing mentioned that tax reductions and other tax reductions have been made on the comprehensive utilization of resources, and the addition of tax increases to primary resources has become easier to break through. In the future, preferential policies for phosphogypsum will be discussed on the basis of the fairness of various industries.

Lei Wen, deputy director of the Department of Energy Resources of the Ministry of Industry and Information Technology, revealed that the Ministry of Industry and Information Technology is compiling the “Advanced Application Technology Catalogue for Comprehensive Utilization of Industrial Solid Waste”, of which the use of phosphogypsum is an important part. In the future, in comprehensive utilization of phosphogypsum, the Ministry of Industry and Information Technology will also strengthen the work on the revision of relevant standards, accelerate the promotion of advanced and applicable technologies and the research and development of key generic technologies, actively promote the pilot work in Guiyang City, and strengthen the research on related fiscal and taxation policies.

According to Fu Jing, deputy director of Guizhou Provincial Development and Reform Commission, as one of the pilot bases, the comprehensive utilization rate of phosphogypsum in Guizhou has reached 40% at present, and the new production of phosphogypsum will be completely digested during the “Twelfth Five-Year Plan” period.
